55250 (2025). Francisco Hernandez to the Minister of Climate Change: When, if ever, will 2025 allocations regarding industrial allocation for New Zealand Units (NZU) under the Climate Change Response Act 2002 (CCRA) be made?
Hon Simon Watts: Provisional allocations for 2025 have already been made. Firms that are eligible to apply for industrial allocation must do so between 1 January and 30 April of each year using production data for the previous year. These allocations are made shortly after.
Final allocations for 2025 will be made by 30 April 2026, along with provisional allocations for 2026. The final allocations for 2025 are adjustments to the provisional allocations based on actual industrial production for the year.
The Environmental Protection Authority (EPA) is responsible for receiving applications and for determining and allocating the number of New Zealand Units to eligible industry applicants.
Applications decisions are made publicly available on the EPA website each year at: https://www.epa.govt.nz/industry-areas/emissions-trading-scheme/industrial-allocations/decisions/.
