54701 (2025). Tangi Utikere to the Minister of Local Government: What were the names of all of the 15 councils that had their water services delivery plans considered by the Plan Review Panel on 24 September 2025, and which of those councils have had their plans approved?

Hon Simon Watts: I have been advised by the Department of Internal Affairs that the 15 councils that had their water services delivery plans considered by the Plan Review Panel on 24 September 2025 are: the Southern Water Done Well grouping (comprising Central Otago District Council, Clutha District Council, and Gore District Council), the Northland grouping (comprising Far North District Council, Kaipara District Council, and Whangārei District Council), the Wellington Metro grouping (comprising Greater Wellington Regional Council, Hutt City Council, Porirua City Council, Wellington City Council, and Upper Hutt City Council), Waitaki District Council, Ashburton District Council, Wairoa District Council and Invercargill City Council. As of 26 November 2025, the Secretary for Local Government has accepted the water services delivery plans for all the councils listed above except Wairoa District Council, which is still under consideration and Waitaki District Council, which was not accepted.
