54457 (2025). Hon Barbara Edmonds to the Minister of Finance: On how many occasions, if any, has she agreed to transfer less than $30 million between appropriations without first receiving Treasury advice?

Hon Nicola Willis: In accordance with Cabinet Circular CO(18)2, the Minister of Finance and the appropriation Minister can transfer funding between appropriations or capital injections within a financial year, or transfer funding into one or more of the next three years. These decisions are normally made through the March Baseline Update and the October Baseline Update processes. The Treasury reviews these transfers and provides me advice on them.
