Hon Karen Chhour: I am advised by Oranga Tamariki that there was no single, specific date for all providers. Communications with providers were led by the respective contract managers. This included a combination of phone and video calls, in-person meetings and emails, and subsequently formalised in letters. Contracting decisions are an operational matter and are the responsibility of the Chief Executive of Oranga Tamariki.
