54122 (2024). Francisco Hernandez to the Minister of Customs: What changes to levy rates, if any, have been made in the Minister's department, if any, since November 2023?
Hon Casey Costello: I am advised that, as at 28 August 2024, the New Zealand Customs Service (Customs) has implemented one Consumer Price Index-based adjustment to Customs’ goods fees. This was implemented on 1 July 2024 as an interim increase, pending a more comprehensive review of Customs’ goods fees. Other levy changes and excise and excise-equivalent duty changes occurred during this period, including:
• On 1 January 2024:
o a Consumer Price Index-based adjustment for excise and excise-equivalent duty on tobacco
o a set of changes to duty rates under the Regional Comprehensive Economic Partnerships Free Trade Agreement.
• On 1 July 2024:
o a Consumer Price Index-based adjustment for excise and excise-equivalent duty on alcohol
o a 50 percent reduction in the excise and excise-equivalent duty on heated tobacco products.
While Customs has an administrative role in collecting these other duties and provides advice to the Government on the mechanisms (normally making Orders-in Council under the Customs and Excise Act 2018) to implement those policies, the policies being implemented are the responsibility of other Ministers and departments.
