Hon Dr Shane Reti: I am advised the Chief Executive of Health New Zealand asked that NDAs were put in place as an added protection for confidentiality, given the importance of robustly understanding financial pressures. Additional work was undertaken at the time, and Ministers and relevant government officials were briefed on a no-surprises basis. I am further advised that the Chief Executive considered this to be a management judgement for her to make, which she did at the time in the best interests of the organisation.
