Teanau Tuiono to the Minister of Statistics: What consultation, if any, has taken place with Pacific communities to address potential data equity issues for Pacific communities before replacing the traditional population-wide survey with administrative data as a part of the census overhaul?

Hon Dr Shane Reti: I am advised that in 2024 potential options for the future of census were shared with key partners and stakeholders. Extensive engagement was undertaken in an effort to understand their data needs and perspectives. In addition, public consultation was carried out in May-June 2024. Engagement included fono in February and March 2024 with Pacific data researchers, community and government agency representatives. Expert advice was also received from an independent evaluation panel, which included Pacific representation. As Stats NZ progresses the detailed design of the admin-data first census approach, public consultation is underway seeking feedback on the proposed data collection approach and content for the next census. Consultation began on 3 November 2025 and closes on 19 December 2025. The proposed approach is a census model that includes partnership-based design solutions to address gaps in data, such as those not well-represented in admin data. Engagement with key partners and stakeholders, including Pacific communities, will continue as the work to design and implement the new approach progresses.
