53144 (2025). Francisco Hernandez to the Minister of Climate Change: What was the total cost to the Crown, if any, for New Zealand Units (NZU) under the Climate Change Response Act 2002 (CCRA) in 2020?
Hon Simon Watts: The Crown incurs two major costs related to NZUs: • costs for the allocation of NZUs to eligible industry applicants for activities that are both emission-intensive and trade-exposed (industrial allocation) • costs for the allocation of NZUs for units earned by forests registered in the ETS. The table shows the NZU costs and number of units allocated over the financial years 2020/21 to 2024/25. The Ministry for the Environment does not have information readily available for the breakdown over calendar years. This information is publicly available as part of the Ministry’s annual reports, which can be accessed at https://environment.govt.nz/publications/.
