52687 (2025). Hon Julie Anne Genter to the Minister of Transport: Has any of the $1.25 billion cost of Transmission Gully been paid seperately from the annual average unitary charge to Wellington Gateway Partnership, and if so, how much is that?
Hon Chris Bishop: The original contract price of Transmission Gully was $850m. An additional interim settlement amount was agreed in November 2019 of $191m, with a further settlement being agreed during COVID (September 2020) of $209m. This results in a total cost – expressed in a traditional construction cost equivalent – of $1.25B. Transmission Gully was financed by borrowing from the private sector, and the quarterly unitary charge payments that are made to WGP include both repayment of the original contracted cost and the interest on the borrowing raised to build the project. Over the next few years these quarterly unitary charge payments average $113m p.a.
