52420 (2025). Hon Kieran McAnulty to the Associate Minister of Housing: What advice, briefings, correspondence, or other information has the Minister or their office received regarding options to restrict, regulate, or criminalize homelessness, rough sleeping, or related activity in specific public areas (including but not limited to Central Business Districts), if any, and on what dates was such material received or discussed?
Hon Tama Potaka: I have received the following advice from my officials related to restricting, regulating or criminalising anti-social behaviour in public areas:

Aide memoires:

HUD2025-008415 AM Meeting with Justice Ministerial Group 22 Oct – 21 October 2025
I note that there maybe an overlap between anti-social behaviour and homelessness, however the advice has focused on interventions targeting anti-social behaviour and public disorder.
I also attend various Ministers meetings which have covered the topics in the written question. Information for these meetings is received by my office ahead of the meeting. For dates of specific meetings, please refer to my diary, which is proactively released on the Beehive website every month.
