52335 (2025). Shanan Halbert to the Minister for Vocational Education: Further to the Minister's reply to Written Parliamentary Question 50734, how much of the total funding allocated to Level 1 and 2 qualifications for 2025 has been spent as a percentage and total figure?
Hon Penny Simmonds: I have been informed by the Tertiary Education Commission that year-to-date as at August, 98% of the funding allocated has been delivered or reported to be delivered. This equates to a value of delivery (excluding GST) of $138,125,098. Caveats: • Data is as at 23-October-2025 for the full reporting year 2024 and year-to-date 2025 and has been sourced through administrative data held by the Tertiary Education Commission (TEC). • Note that data for 2025 is year-to-date (January to August) and will change, care should be taken when using this data. Providers (Universities, New Zealand Institute of Skills and Technology, Wānanga and Private Training Establishments) submit their SDR data three times a year (April, August, and December), and each submission reflects all known enrolments and delivery at the time. • The value of delivery is calculated as Equivalent Full Time Students (EFTS) multiplied by the GST exclusive ‘funding rate’ for the course or qualification (for certain sources of funding). It excludes any premium payments for Youth Guarantee. • Data relates to the following funding sources: o Youth Guarantee (Levels 1 and 2 only) o Qualification Delivery at Levels 1 and 2 on the NZQCF (DQ1-2). • Results are based on information reported through the Single Data Return (SDR) for the purposes of funding tertiary education. The data does not include any reporting outside of the SDR and relies on the accuracy of data reported by TEOs. • This data has been compiled specifically to respond to this question. It uses administrative data collected by the Tertiary Education Commission for the purposes of funding tertiary education and relies on the accuracy of data reported by TEOs. Care should be taken when making comparisons with data collected or compiled for other purposes.
