Hon Willow-Jean Prime to the Lead Coordination Minister for the Government's Response to the Royal Commission’s Report into Historical Abuse in State Care and in the Care of Faith-based Institutions: What, if any, are the eligibility criteria for assessing top-up payments for survivors of abuse in care with a closed claim?
Hon Erica Stanford: Any living survivor with a closed claim who received a payment from the Ministry of Social Development, the Ministry of Education, Oranga Tamariki, the Ministry of Health, and/or the Crown Health Financing Agency are eligible to be assessed for a top-up payment. As of 4 November, top up payments totalling $13,281,443 have been paid to 1,117 survivors, with an average payment of $11,890 per survivor.
