Hon Penny Simmonds: I am advised that the Ministry for the Environment have not increased the establishment FTE for any Business Units since November 2023. The Ministry had recruitment controls in place for most of the second half of 2023, as it was clear that the Ministry's funding, in line with Government priorities, was likely to decrease.
