Hon Willow-Jean Prime to the Minister for Children: Further to 45514 (2025), what was the rationale, if any, for expanding the purpose of the Child Protection Investigation Unit to include consideration of investigations of serious harm to children and young people known to Oranga Tamariki?

Hon Karen Chhour: I am advised that the purpose of the Child Protection Investigation Unit (CPIU) was expanded to include consideration of investigations of serious harm to children and young people known to Oranga Tamariki as well as matters where Oranga Tamariki have decided to have no further involvement with a child or their family following a reported incident of harm. The rationale is that it reflects a desire to improve the safety of all children that Oranga Tamariki is involved with.
