Hon Chris Bishop: NZ Transport Agency Waka Kotahi monitors the compliance of contractors with their own quality assurance processes to ensure that temporary repairs are properly fixed. This includes ensuring that contractors are using emulsion to seal the base of the pothole and the surrounding area, and the material used to fill the pothole is compacted appropriately.
