50760 (2025). Teanau Tuiono to the Minister of Foreign Affairs: Further to WPQ 49822 Which countries, if any, does the Minister consider will be consistent 'with our wider policy, including our human rights and international humanitarian law obligations'?
Rt Hon Winston Peters: I am advised that the Ministry of Foreign Affairs and Trade Export permit assessments are based on several criteria, including those mentioned in the question. The export permit regime consists of two parts, the Strategic Goods list, which applies on a case-by-case basis regardless of destination; and the Catch-All Controls part, which applies to all military and police, and allows exemptions from the requirement for an export permit for a limited number of New Zealand partner countries.
All export control decisions are based on criteria which is published on the Ministry of Foreign Affairs and Trade website: https://www.mfat.govt.nz/en/trade/export-controls,
