Hon Chris Bishop: I am advised that it is not possible for NZ Transport Agency Waka Kotahi (NZTA) to accurately quantify the number of people who have worked on this project since its inception in 2021 as part of the NZ Upgrade Programme. Over the years, many individuals across multiple organisations and stakeholders have contributed during the business case and design phases. These include, for example: - NZTA and various consultancies and partners - Christchurch City Council and Environment Canterbury as part of the consenting process - Property acquisition specialists and legal professionals It is also important to note that staff often work across multiple projects at any one time.
