Hon Chris Bishop: I am advised that it is not possible for NZ Transport Agency Waka Kotahi (NZTA) to accurately quantify the number of people who have worked on this project since its inception in 2021 as part of the NZ Upgrade Programme. Package 1 forms part of a larger project that has involved numerous individuals across multiple organisations and stakeholders during the business case and design phases over several years. These include, for example: - NZTA staff and various consultancies and partners (including Mana Whenua) - KiwiRail and its consultants due to the rail interface and level crossings - Selwyn District Council, Environment Canterbury, and the Department of Conservation as part of consenting and wildlife permitting processes - Property acquisition specialists and legal professionals
