50136 (2025). Hon Dr Duncan Webb to the Minister of Justice: On how many occasions did bailiffs take no action when they located the cars of people who owed fines under the recent trial using hand held scanners?
Hon Paul Goldsmith: I am advised that between 9 July 2025 and 16 October 2025, Court Bailiffs recorded “No Action Taken” following a positive match on an automatic number plate recognition handheld device 2,509 times. Of the 2,509 cases where “No Action” was recorded: • 2,086 were for fines and/or reparation with an active payment arrangement. • 199 were for fines and/or reparation with an unenforceable status of “Imposed”. • 224 were for where the Bailiff decided not to act, common reasons for this includes the value owed or value of the vehicle is low, or acting could put people in an unsafe situation.
