Hon Chris Bishop: I am advised the BCR was based on an analysis period of 60 years. As a Road of National Significance, the project is considered to qualify for use of this evaluation period given the significant costs and benefits associated with the project and the long-lived nature of the proposed infrastructure. A discount rate of 2 percent was applied to all annual benefits and costs.
