49921 (2024). Hon Willow-Jean Prime to the Minister for Children: Does the Minister consider prevention of harm to children a core purpose of Oranga Tamariki?

Hon Karen Chhour: Yes. As outlined in the Purpose of the Oranga Tamariki Act, supporting and protecting children and young people includes preventing them from suffering harm to their development or wellbeing. This purpose also extends to preventing offending or reoffending. As noted in the latest Oranga Tamariki Annual Report this prevention role is part of the wider children’s system to support families to keep children safe and preventing them coming into care or custody.
