Debbie Ngarewa-Packer to the Minister for Children: Does the Minister stand by her statement "I believe that this pilot will help both address the offending behaviour of the young people and ensure they are held accountable, and face up to, their actions”, if so, what evidence and advice, if any, has the Minister received that supports this statement?
