49895 (2024). Debbie Ngarewa-Packer to the Minister for Social Development and Employment: Is the Minister concerned that sanctioning beneficiaries will disproportionately affect Māori, if so, what steps, if any, will the Minister take to help those in need?
Hon Louise Upston: The Traffic Light System is designed to make it clear to everyone what their obligations are, making it easier to comply with them. People with an obligation failure will move to orange and have five days to either re-comply with the obligation or dispute the obligation failure. This provides a fair and reasonable opportunity to avoid a sanction.
