Hon Marama Davidson to the Minister for the Prevention of Family and Sexual Violence: What work, if any, is being planned or currently undertaken on Te Aorerekura shift 3: towards skilled, culturally competent, and sustainable workforces, specifically relating to immigration workforces being equipped to respond to family violence or sexual violence?

Hon Karen Chhour: The Centre for Family Violence and Sexual Violence Prevention has published three family violence workforce capability frameworks: the Specialist Family Violence Organisational Standards, the Family Violence Entry to Expert Capability Framework, and the Family Violence Risk and Safety Practice Framework. These frameworks are available online: https://preventfvsv.govt.nz/resources/workforce-capability. The Centre is also finalising sexual violence workforce capability frameworks that will be published later this year. These capability frameworks can be used by any generalist and specialist workforce to better understand and safely respond to family violence and sexual violence. The frameworks acknowledge the barriers people face due to immigration status, and they expect workers to better understand discrimination and bias. The Centre has been developing these frameworks with support from the family violence and sexual violence sectors, including the Ethnic Communities Network and Pacific Practitioners’ Forum. The Centre is currently focused on supporting the frontline statutory workforce to adopt these frameworks for their training as part of the Te Aorerekura Action Plan 2025-2030.
