48617 (2025). Tangi Utikere to the Minister of Transport: What safeguards, if any, are currently in place to prevent unauthorised online vehicle ownership transfers via the NZ Transport Agency’s systems?

Hon Chris Bishop: I am advised that the NZ Transport Agency Waka Kotahi (NZTA) advises me that it has recently revised its process for notifying registered persons of a change in vehicle registered person. As of August 2025, communication is now sent to both the previous and new registered persons 8 days after the change has occurred. This reduced timeframe—from 28 days to 8—helps ensure both parties are more quickly informed, allowing them to inform NZTA if the transaction was completed in error or fraudulently.
