48614 (2025). Tangi Utikere to the Minister of Transport: Is the government considering legislative or regulatory changes to require two-party confirmation or identity documentation before a vehicle ownership transfer can be processed online, if not, why not?

Hon Chris Bishop: NZ Transport Agency Waka Kotahi (NZTA) has a programme of work underway to strengthen privacy controls for the Motor Vehicle Register. As part of this programme, NZTA is exploring options to improve the process for changing the registered person on a vehicle, including the potential introduction of a two-part confirmation approach. An analysis of the implications of this change is currently underway, and a range of options are being considered.
