48536 (2024). Hon Willow-Jean Prime to the Minister for Children: What guidelines are available for staff using a secure unit in a youth justice residence and where are these publicly available?
Hon Karen Chhour: I am advised by Oranga Tamariki that in order to enable staff to respond to behaviours that have, or were likely to have, resulted in harm towards staff or other young people, or to prevent absconding, staff can utilise a secure unit within the facility, for short periods of time in line with the Oranga Tamariki (Residential Care) Regulations 1996 (SR) 1996/354) (as at 01 July 2023) Contents - New Zealand Legislation:

Oranga Tamariki have recently updated the suite of Standard Operating Procedures available to Residential kaimahi, which are available via the internal (only) facing Practice Centre platform. Seven of the new SOPs relate to secure care. Some practice guidance is only published on the internal only facing sight for safety and security reasons.
