Tangi Utikere to the Minister of Transport: Why did the LEK Consulting review of the National Ticketing System of July 2025 conclude that there was a “very high likelihood of further significant delays” in the Motu Move programme, and what evidence is there that this risk has been reduced since the reset, if any?

Hon Chris Bishop: I would refer the Member to the independent review’s detailed assessment of the National Ticketing Solution (NTS) programme beyond the executive summary. The NZ Transport Agency Waka Kotahi (NZTA) has advised me that the review found that without change there would be additional delays, but that there have been a range of changes – including implementing the recommendations – made since the review was undertaken. The NTS programme is now beginning a targeted roll-out, beginning with contactless payments in Christchurch from November 2025.
