48125 (2024). Dr Lawrence Xu-Nan to the Minister of Education: How is the new Curriculum Insights and Progress Study (CIPS) different from the previous National Monitoring Study of Student Achievement?

Hon Erica Stanford: I am advised by the Ministry of Education (the Ministry) that the Curriculum Insights and Progress Study (Curriculum Insights) was designed to measure student progress and achievement in the refreshed New Zealand Curriculum starting from 2023. Although it has similarities to the National Monitoring Study of Student Achievement (NMSSA), such as measuring all eight Learning areas of the curriculum on a four-year cycle, there are some additions and changes: • Curriculum Insights was designed to measure against the refreshed New Zealand Curriculum as it becomes available. • NMSSA was assessed at Year 4 and 8, whereas Curriculum Insights assesses students at Years 3,6 and 8 – this aligns to the phases of the refreshed curriculum. • Curriculum Insights has added annual monitoring of the foundational areas – reading, writing and maths. In 2023, reading and maths were measured and, in 2024, writing and maths were measured. From 2025 onwards, all three will be measured every year. • Curriculum Insights has created a Rapid Research Panel of 40 schools to support the development of the study with early piloting, pulse surveys and focus groups. • Curriculum Insights has a stronger focus on publishing insights for teachers and schools in how to use assessment to support teaching and learning in the refreshed New Zealand Curriculum.
