48104 (2025). Hon Julie Anne Genter to the Minister of Transport: What is the most recent benefit cost ratio for Mill Road, if any, and will it be delivered through a Public Private Partnership?

Hon Chris Bishop: I am advised the most recent Benefit Cost Ratio (BCR) for Mill Road Stage 1 is 2.2 if tolled, and 3.1 if not tolled. Stage 1 will not be delivered through a Public Private Partnership (PPP). The BCRs for Mill Road Stages 2 and 3 will be determined through the investment cases which NZTA will soon begin working on. Decisions have not yet been made on whether these stages will be delivered through PPPs.
