46918 (2025). Hon Willow-Jean Prime to the Minister for Children: Further to 44077 (2024), what are the 20 key action areas that were underway and what progress has been made on these at Oranga Tamariki secure residences since 19 July 2024?
Hon Karen Chhour: The work programme referred to was closed in April 2025 at the end of its lifespan. The actions that were underway at the time included development of a graduated response model, a training needs analysis, a residences and homes strategy, creation of an infrastructure strategy, development of training courses, development of a tasking and coordination process, development of frontline leadership course, development of leadership coaching and a performance framework, work on introducing mental health and trauma-informed training, introduction of clear-view bags in residences, establishment of performance measures, exploration of rostering tools, renumeration review, enhanced recruitment and retention tools, development of programming, establishment of a new grievance and complaints process, implementation of rangatahi councils, introduction of a use of force review process and a national code of practice. Some of these have been completed, some have been merged into other programmes or moved into business as usual work.
