Hon Karen Chhour: The work programme referred to was closed in April 2025 at the end of its lifespan. Work programme actions that were paused or pending at the time included development of an operating model, organisational re-design, qualifications for youth workers, a training base for residence staff, infrastructure remediation and maintenance planning, an intelligence process for residences and homes, a workforce strategy, a talent identification and management process, staff recognition process, staff wellbeing systems, a modernised performance appraisal system, uniforms for youth justice residences. In July 2024, planning for the Oranga Tamariki organisational restructure was under way, which overlapped with some proposed actions in this programme, such as the organisational re-design. Therefore some of these actions have since been completed, others have been moved into business as usual projects or were cancelled at the end of the programme.
