46900 (2025). Hon Willow-Jean Prime to the Minister for Children: Further to 44077 (2024), what is the operating model the answer states was being developed and implemented for the Oranga Tamariki secure residences and is this now in place at all secure residences; if not, why?

Hon Karen Chhour: The work programme referred to was closed in April 2025 at the end of its lifespan. The operating model referred to was progressed through the Oranga Tamariki organisational restructure, which became live on 1 October 2024. Changes include introducing dedicated senior leadership for youth justice residences, care and protection residences and family and community homes, which are now within a shared business group of Youth Justice Services and Residential Care. The creation of an Operations Team has introduced a national approach to programmes, workforce, placements and training.
