46588 (2024). Debbie Ngarewa-Packer to the Minister of Health: Does the Minister agree with the Prime Minister’s statement "the reforms had led to a lack of performance monitoring, limited oversight of financial and non-financial performance and “up to 14 layers of management”", if so, what actions, if any, will the Minister take to address these issues?
Hon Dr Shane Reti: I agree that there are too many layers of management and that a reset of Health New Zealand is required. I have appointed a Commissioner, and Health NZ has moved quickly to appoint four regional Deputy Chief Executives, who will strengthen regional and local accountability, including budget holding, for service delivery in each region. I expect these, and future changes, will improve how health funding is managed and, more generally, to strengthen how Health NZ meets New Zealanders’ needs.
