46305 (2025). Camilla Belich to the Associate Minister of Health: What monitoring or evaluation, if any, is planned to assess whether board fees set under the new Fees Framework have improved governance outcomes in the Minister’s portfolio, and how will this be reported to Parliament, if at all?
Hon David Seymour: Fees have not increased automatically. Between 1 July 2025 and 26 September 2025 no appointments for which I hold responsibility have been made under the new Fees Framework. Changes to fees are approved by the responsible Minister, provided they are justified and can be met within existing baselines and any changes to fees under the new Framework from 1 July 2025 – June 2026 must be consulted with the Public Service Commission (PSC). I am advised that the Ministry of Health's monitoring approach includes processes to provide assurances that Crown entity governance is effective, and these include seeking Board self-assessment and reviewing Board materials. The Minister for the Public Service has requested that the PSC report quarterly on fee review progress and outcomes over a 12 month period. The information collected from agencies during this process will inform the PSC's summary reporting.
