46213 (2025). Rt Hon Chris Hipkins to the Prime Minister: Why did he announce the 1 September 2025 release “Change announced for overseas investors” rather than the Minister of Immigration, and why was the announcement not made jointly with the Minister of Immigration?

Rt Hon Christopher Luxon: In my capacity as Prime Minister I make announcements on government policy and take papers to Cabinet on a variety of matters as I see fit. Under the Cabinet Manual, I decide on Cabinet procedures (paras 2.9, 5.4).
