Hon Dr Ayesha Verrall to the Minister of Health: Did Health New Zealand create the document provided to The Post showing the fourteen layers of management between the chief executive and the patient at Health New Zealand, and if so, what clinical background, if any, did those officials have?

Hon Dr Shane Reti: My office and I collaborated with Health New Zealand to produce the table that was then published in public domain. It is not my general practice to require staff to have a clinical background to create basic documents.
