44799 (2024). Hon Willow-Jean Prime to the Minister for Children: What social values model will be used to complement the pilot military-style academy evaluation?
Hon Karen Chhour: I am advised by Oranga Tamariki that The Good Lives Model has been used to inform the development of the pilot Military-Style Academy programme. The independent evaluator will propose an evaluation framework to meaningfully capture all aspects of the pilot.
The Good Lives Model is a strengths-based framework of offender rehabilitation, premised on the idea that it is essential to build capabilities and strengths in people, in order to reduce their risk of reoffending. It is responsive to offenders’ particular interests, abilities, and aspirations and directs practitioners to explicitly construct intervention plans that help offenders acquire the capabilities to achieve things and outcomes that are personally meaningful to them. The model is grounded in the ethical concept of human dignity and universal human rights, and as such it has a strong emphasis on human agency.
