Hon David Seymour: No. There has been widespread concern raised for a number of years that the current regulatory system is not fit for purpose. In fact, I understand that 56% of the NZEI Te Riu Roa members say red tape and regulation are a problem. The longer we delay, the longer we impose unnecessary rules, costs and burden on the whole sector.
