44133 (2024). Hon Dr Ayesha Verrall to the Associate Minister of Health: What advice, if any, has the Minister received on the impacts of Government revenue loss from the 50% excise tax cuts on heated tobacco products?
Hon Casey Costello: To support Government decision-making, the Ministry of Health, with Treasury and Customs, carried out an estimate of the fiscal impact on Government revenue from reducing the excise duty on heated tobacco products by 50%. This estimated that the change in excise duty will reduce the aggregate tobacco tax revenue by $211 million over the four-year forecast period. I note that there is significant uncertainty associated with the modelling, which is another reason the excise change will be reviewed.
