43962 (2024). Chlöe Swarbrick to the Minister of Climate Change: What policies, if any, listed in order of appearance in the draft Second Emissions Reduction Plan, will mitigate the regressive cost-of-living impacts on households due to emissions pricing?

Hon Simon Watts: The Government is committed to managing the impacts of its emissions reduction policies. We currently have interim modelling on the expected impacts of mitigation policies, and these show the policies proposed for the second emissions reduction plan will have a similar, and potentially slightly better, overall impact on household consumption than previous climate policies. We have outlined in the discussion document a number of existing support measures that will mitigate those impacts on households, including: continued support for the Warmer Kiwi Homes programme, the Government's 'climate dividend' tax relief, and existing government financial assistance and the income support system (including the Winter Energy Payment). We are continuing to improve our understanding of possible impacts through further modelling, and analysis, and through feedback in the consultation period.
