Hon Simon Watts: Principal Economics used similar baseline assumptions to the Climate Change Commission's C-PLAN model when constructing the without measures counterfactual scenario. Otherwise, the Computable General Equilibrium modelling was based on Principal Economics' model and policy and other assumptions as provided by officials. The second emissions reduction plan's technical annex covers the policy assumptions in detail.
