43953 (2024). Chlöe Swarbrick to the Minister of Climate Change: What advice has he seen, if any, on the potential impact, if any, of the draft Second Emissions Reduction Plan on New Zealand's ability to meet our Nationally Determined Contribution, and what are the total costs, if any, of meeting this Nationally Determined Contribution through offshore mitigation?
Hon Simon Watts: The Ministry for the Environment has provided me with advice on both the contribution from domestic emissions reductions through the first and second emissions reductions plans (emissions reduction plan 1 and 2 respectively) and the role of offshore mitigation in meeting New Zealand’s first Nationally Determined Contribution (NDC1). This includes ongoing policy advice on: • The estimated gap between the first two emissions budgets for the same period and NDC1 provisional budget. • The role that international cooperation could play to complement domestic action to meet NDC1. • The estimated cost scenarios of international purchasing from the Treasury and the Ministry for the Environment's 2023 Climate Economic and Fiscal Assessment report.
