43797 (2024). Hon Willow-Jean Prime to the Minister for Children: What, if any, is the reason for the difference between the number of children and young people with serious and persistent offending behaviour provided in the Factsheet Three for the Government Target on child and youth offending, and the number of children and young people with serious and persistent offending behaviour reported on indicator YJI 1.3 in the 2024 Youth Justice Indicators Summary Report?
Hon Karen Chhour: I am advised by Oranga Tamariki that while the numbers referenced in the question are from the same source of data, they are for different time periods. The 2024 Youth Indicators Summary Report shows the number of Serious and Persistent Youth Offenders (SPO) in each financial year (from 1 July to 30 June), whereas the numbers used in the Target 3 Factsheet shows 12-month rolling totals of SPOs to the end of each month.
