Rt Hon Christopher Luxon: In my capacity as the Prime Minister, I received advice from the Cabinet Office, a business unit of the Department of the Prime Minister and Cabinet, on the process for defining the scope of the regulation portfolio. That advice did not include substantive consideration of the portfolio’s scope.
