43640 (2024). Lan Pham to the Minister of Finance: For any initiatives funded by the Between Budget Contingency, will the minister take a gender analysis lens when analysing their value for money?
Hon Nicola Willis: When Ministers seek drawdowns from the Between Budget Contingency, the Treasury assesses their proposals and provides me with advice in a similar way to its assessments of annual Budget submissions. This includes a robust analysis of each initiative’s value-for-money. Treasury’s value-for-money framework includes an assessment of the alignment of the proposal to the Government’s priorities, its costs and benefits, and how these costs and benefits are distributed across the New Zealand population. Part of this distributional analysis is considering how the impacts of a policy are distributed across different genders.
