43585 (2025). Tangi Utikere to the Minister of Local Government: Which councils, if any, have opted to retain responsibility for water services in-house under the Local Water Done Well policy?
Hon Simon Watts: I have been advised by the Department of Internal Affairs that the following councils have submitted plans with an in-house business unit as the delivery model for water services: Thames-Coromandel, Rotorua, Taupō, Whakatāne, Kawerau, Ōpōtiki, Gisborne, Stratford, South Taranaki, Manawatu, Kāpiti Coast, Tasman, Nelson, Waimakariri, Christchurch, Ashburton, Mackenzie, Waimate, Waitaki, Dunedin, Southland, Invercargill, and the Chatham Islands. Councils choosing a multi-council or single-council council-controlled organisation delivery model still retain responsibility for water services by way of being a shareholder.
