43584 (2025). Tangi Utikere to the Minister of Local Government: Which councils, if any, have opted to create council-controlled organisations to deliver water services under the Local Water Done Well policy?

Hon Simon Watts: I have been advised by the Department of Internal Affairs that the following councils have submitted plans with a multi-council council-controlled organisation (CCO) or single-council CCO as their water services delivery model: Far North, Kaipara, Whangārei, Hamilton City, Waikato District, Waitomo, Waipā, South Waikato, Matamata-Piako, Hauraki, Ōtorohanga, Tauranga, Western Bay of Plenty, Whanganui, Ruapehu, Napier, Hastings, Central Hawke’s Bay, Horowhenua, Palmerston North, Rangitīkei, Wellington City, Hutt City, Upper Hutt, Porirua, Greater Wellington Regional Council, Tararua, Masterton, Carterton, South Wairarapa, Buller, Grey, Westland, Hurunui, Kaikōura, Central Otago, Clutha, Gore, Wairoa, New Plymouth, Marlborough, Selwyn, Timaru, and Queenstown Lakes. Auckland is also operating a water services CCO. While Watercare is classed as a single council CCO, it is the product of the aggregation of multiple former Auckland councils’ water services.
