43289 (2025). Hon Kieran McAnulty to the Minister of Housing: Further to his response to Question 39221 (2025), how, if at all, does Kainga Ora evaluate pilot programmes for effectiveness and value for money?

Hon Chris Bishop: Kāinga Ora – Homes and Communities advises me that when formally evaluating pilots it utilises a range of mechanisms including: • Surveys of pilot participants • Surveys of staff • In-depth interviews with participants/staff/service providers • Analysis of internal admin data • CBAX and SROI • Data collaboration with other agencies and providers • IDI data where there is a sufficient cohort, and where the pilot is of a long enough duration that impacts are likely to be observable.
