42198 (2025). Lemauga Lydia Sosene to the Prime Minister: How many, if any, infringement notices issued by the New Zealand Police have been issued to any vehicle owned and/or operated by each department or entity that the Minister is responsible for from November 27th 2023 to August 1st 2025; listed by infringement type, date, fine, and whether the fine was paid by the individual driving the vehicle or by the department/entity?
Rt Hon Christopher Luxon: In my capacity as the Prime Minister, I am the responsible minister for the Department of the Prime Minister and Cabinet (DPMC). The National Emergency Management Agency (NEMA) is a departmental agency hosted by DPMC.
Under DPMC’s Motor Vehicle Policy, which also applies to NEMA, the individual driving the vehicle at the time of any offence is responsible for paying the fine.
I have been advised that no NEMA staff have been issued infringement notices by the New Zealand Police during the period 27 November 2023 – 1 August 2025. For DPMC, there has been at least one, and up to five infringement notices.
